How long does it take for a 2DS+capture card to deliver?

I'm looking to buy the 2DS with a pre installed Capture card. In the text it says pre-order time is 4-6 weeks. Is that from the moment you place your order?

yes, but I should get tomorrow or monday my next delivery from Japan with some more of them.
