Capture Device Not Found/Drivers not installed?

I turned off my anti-virus.
I ran the driver installer as administrator. It appeared to work.
I plug in the 2DS captcha to the only USB port on my Microsoft Surface 2 with Windows 10.
I start up new3DS_view(x64).exe and it says Capture Device Not Found.
I went to intel to update chip drivers but there wasn't anything that needs installing.
I have restarted several times and done many variations of the above steps.
In device manager I do not see the entry for Universal Serial Bus Devices so it feels like the driver might not be installed correctly.

What should I try next?

Hello Heidi
You have to install the Intel Chipset Drivers no matter what, even if your device manager does not say that a driver is missing…
